Where to Stay

A residential Yugoslav-era housing block district north of center where locals actually live — cheap pizzerias, produce markets, and apartments on Airbnb for €30–45/night. Not scenic, but authentic and a solid base if you're watching every euro. City buses connect you to the center in under 20 minutes for €1.
The stretch along the Morača River near the Millennium Bridge has Podgorica's handful of upscale hotels including the Hotel Crna Gora and several boutique properties. The promenade itself is genuinely pleasant for morning runs and evening walks. Most rooms have mountain or river views and rates are still half what you'd pay for equivalent quality in Dubrovnik.

The city's main summer festival runs throughout July with open-air concerts, theater performances, and film screenings in Republic Square and various venues around the city. Held in Virpazar village 45 minutes south of Podgorica on Lake Skadar, this is the event to combine with a Podgorica base. Local winemakers pour Vranac and Krstač (Montenegro's two signature grape varieties), grilled lake carp and bleak fish are served everywhere, and it draws actual locals rather than tour groups. September timing is perfect for the weather.
