About Podgorica
Podgorica gets overlooked because tourists sprint straight to Kotor and Budva, which means you get a genuinely unpolished Balkan capital largely free of tour groups and inflated prices. The city sits at the confluence of the Ribnica and Morača rivers, surrounded by bare limestone mountains that glow orange at sunset, and the whole thing has this lived-in, Soviet-meets-Ottoman energy that Dubrovnik lost decades ago. It's not a place you come to check boxes — it's a base, a launching pad, and a cheap one at that.

Airport to City: How to Get There
Taxi from TGD to city center costs €10–14 fixed rate and takes about 10 minutes — ask for the price upfront or use the official taxi dispatcher desk in arrivals. Ride-hailing apps like YANGO (the local dominant app) show the fare before you book and typically run €8–10. There is no direct airport bus route as of 2026; the nearest intercity bus stop is a 15-minute walk from the terminal but it's hot, unsignposted, and not worth the hassle. For groups of 2+ people, splitting a taxi is by far the smartest option.
Neighborhoods & Where to Stay
The Ottoman-era quarter around the old clock tower and Osmanagić mosque — cobblestone lanes, the old bazaar, and some of the best ćevapi spots in the city. Stay at Hotel Podgorica or one of the small guesthouses on Ulica 19. decembra for proximity to everything worth seeing on foot. Gets quiet by 10pm but has genuine historical character that the rest of the city lacks.
The main commercial and nightlife zone around Bulevar Džordža Vašingtona and Trg Republike — this is where the Republic Square fountains, sidewalk cafés, and most of the hotel stock sits. Walking distance to the Morača river promenade and Millennium Bridge for sunset photos. The Hotel Hemera on Vuka Karadžića is a reliable mid-range choice at around €65–80/night.
A residential Yugoslav-era housing block district north of center where locals actually live — cheap pizzerias, produce markets, and apartments on Airbnb for €30–45/night. Not scenic, but authentic and a solid base if you're watching every euro. City buses connect you to the center in under 20 minutes for €1.
The stretch along the Morača River near the Millennium Bridge has Podgorica's handful of upscale hotels including the Hotel Crna Gora and several boutique properties. The promenade itself is genuinely pleasant for morning runs and evening walks. Most rooms have mountain or river views and rates are still half what you'd pay for equivalent quality in Dubrovnik.
Daily Budget: What to Expect
€20 hostel bed at Hostel Podgorica or Airbnb room in Zabjelo, €15 for three meals (€2 burek breakfast, €5 lunch pljeskavica with beer, €8 sit-down dinner), €5 city bus and coffee, €15 one day-trip activity or museum entry
€65 hotel room (Hotel Hemera or similar), €30 food (café breakfast, proper restaurant lunches and dinners with wine), €10 transport including one taxi, €5 entry fees
€120 boutique riverside hotel room, €50 dinner for two at Byblos or Premium restaurant with wine, €20 private car rental or guided half-day tour to Skadar Lake, €20 cocktails and incidentals
What to Eat in Podgorica
Ćevapi at Restoran Stari Most in Stara Varoš — five to ten small grilled minced-meat sausages served in a pillowy somun flatbread with raw onion and kajmak (a clotted cream that is technically addictive). Order a full portion (10 pieces) for €5 and eat it standing if you have to.
Kačamak with milk and kajmak — a dense cornmeal porridge that is Montenegro's true national comfort food, served at any traditional konoba. Sounds like polenta but tastes entirely different when made with full-fat local dairy. The version at Konoba Kole on the edge of the old bazaar is €4 and unmissable.
Njeguški pršut and cheese plate — Montenegrin dry-cured ham from the village of Njeguci in the mountains, sliced thin and served with hard sheep's cheese at every decent restaurant. Buy it vacuum-packed at the Voli supermarket on Bulevar Svetog Petra Cetinjskog for about €8 to take home.
Morača river trout (pastrmka) — the cold fast rivers around Podgorica produce outstanding fresh trout, typically grilled whole with lemon and herbs at riverside restaurants. The restaurants along the Morača just south of the city serve it fresh-caught for €10–14, and it destroys anything from a landlocked European city.
Burek from a pekara — not a restaurant dish but a way of life. Every neighborhood bakery (pekara) sells burek (phyllo pastry with meat, cheese, or spinach) from 6am for €1.50–2. The pekara on Ulica Slobode near the central market does an outstanding version. Eat it hot with plain yogurt for €2 total — this is the correct breakfast.

Safety Tips
Podgorica is genuinely safe for tourists by any European standard — street crime targeting visitors is rare and the city center is walkable at night without concern. The main practical risk is traffic: Montenegrin drivers are aggressive and pedestrian crossings are suggestions rather than laws, so watch crossing every street. Don't rent a car unless you're comfortable with mountain driving; roads to Prokletije and Durmitor are narrow and the locals drive fast. Petty theft in crowded markets (especially the green market near the clock tower) is the most realistic risk, so use a front pocket or money belt for cards. The sun in July and August is genuinely dangerous — heat stroke risk is real at 40°C, so carry water obsessively. Tap water in Podgorica is safe to drink. Montenegro has some organized crime activity but it is not directed at tourists and you will not encounter it as a visitor.
Book your Podgorica accommodation for the first and last nights of your Montenegro trip only, not for the whole stay. Use the city as a cheap base on arrival — TGD flights are consistently 30–50% cheaper than flying into Tivat (TIV) near Kotor — then rent a car for €30–40/day from one of the local agencies on Bulevar Revolucije (not the airport desk; they charge 40% more) and do a loop of the coast and national parks before returning to TGD to fly home. This routing reliably saves $200–400 on flights compared to fly-in and fly-out of Tivat.
