How we know: Sources are listed at the end. On-the-ground prices are Numbeo's crowd-sourced figures in local currency as of late September 2026; route facts are from the cited airport pages. Airfares are not ranked here because they change daily; the route pages show today's price.

The cheapest European city for you is the one where the daily cost is low and the flight is not much more than to the expensive ones. On the first count the answer is consistent: Central Europe, Portugal and Istanbul. On the second, it depends on where you live, and this post tells you how each city connects to the US.

The ranking, by what a day costs

Numbeo's crowd-sourced prices for a cheap restaurant meal, a three-course mid-range dinner for two, a cappuccino and a single transit ticket, in local currency. Paris is included as the benchmark.

| City | Cheap meal | Mid-range dinner for two | Cappuccino | Transit ticket | |---|---|---|---|---| | Budapest | 4,500 Ft | 20,000 Ft | 1,084 Ft | 500 Ft (Numbeo) | | Prague | 250 Kč | 1,100 Kč | 80 Kč | 39 Kč (Numbeo) | | Istanbul | ₺500 | ₺2,500 | ₺208 | ₺42 (Numbeo) | | Porto | €12.00 | €50.00 | €2.37 | €1.48 (Numbeo) | | Lisbon | €15.00 | €55.00 | €2.70 | €2.05 (Numbeo) | | Paris (benchmark) | €16.00 | €70.00 | €4.35 | €2.50 (Numbeo) |

Convert at today's exchange rate and the order becomes clear: Budapest, Prague and Istanbul cluster well below the euro-zone cities, Porto and Lisbon sit in between, and Paris is the reference point most Americans have in mind. Hotels follow the same pattern, and the gap widens outside peak season.

City by city

Budapest. Grand, walkable, with thermal baths and an excellent transit network. The only year-round US nonstop is American's seasonal Philadelphia service (Budapest Airport); most travellers connect through a European hub, and Vienna is a short train ride if a fare there is better. See JFK to Budapest.

Prague. Central Europe's most-visited city, which shows in the Old Town crowds but not in the prices once you step a few streets away. Delta (New York JFK) and American (Philadelphia) fly seasonal nonstops (Prague Airport); year-round, connect via a hub. See JFK to Prague.

Istanbul. Two continents, an extraordinary food scene, and Turkish Airlines' hub, which means nonstops from a dozen US cities and connections to everywhere. Prices in lira have risen with inflation but remain low in dollar terms. See JFK to Istanbul and check the current entry rule for US citizens.

Porto. Cheaper than Lisbon, compact, and on the Douro; TAP's Portugal Stopover makes it a free add-on to a Lisbon trip. Seasonal US nonstops exist; otherwise fly to Lisbon and take the three-hour train.

Lisbon. The best-connected of the cheap cities, with nonstops from Boston, New York, Newark, Washington, Philadelphia, Chicago, Miami and San Francisco. Prices have risen with popularity but remain below the Western European norm. See JFK to Lisbon and our TAP review.

Also worth a look: Kraków and Warsaw (LOT nonstops from New York, Newark, Chicago, Los Angeles and Miami; see Chicago to Warsaw), Seville and Valencia in Spain, and Athens outside July–August.

The expensive cities, and how to visit them anyway

London, Paris, Amsterdam, Copenhagen, Zurich and Venice are expensive on the ground. The tactic is to pair them: fly into the cheap city for most of the trip, or fly into the expensive hub because its fare is lowest and take a cheap onward flight or train to spend your nights where the money goes further.

When to go

Central Europe is cheapest and quietest from November to March (cold, atmospheric, Christmas markets in December), pleasant in April–May and September–October, and busiest in summer. Portugal and Istanbul are mild in winter and best in spring and autumn; see the Europe shoulder season guide.

How to book

  1. Price the fare to your target city and to the nearest big hub on the same dates; the hub plus a train is sometimes cheaper.
  2. Fly midweek and in shoulder season.
  3. Watch the route with a price alert from three to four months out.
  4. Book lodging outside the tourist core; in these cities the difference a ten-minute walk makes is large.
